Introduction :

Market functionaries like Traders, Commission Agents, Brokers, Mapadis and so on pay various charges (including the fee collected on MAPMC's behalf) for trading inside MAPMC. These charges are: market fee, supervision fee, tolai, levy, and service charges, license fee, advances, property rent, water charges etc. Many a times, some market functionaries fail to to pay these charges on time. In such cases, the recovery department plays a very important role.

A deputy secretary heads this department and is assisted by an assistant secretary. The total staff is near about fifteen. The software resources are - a computer and printer.

Process :

This department handles any kind of disputes forwarded by the market office for recovery of dues. First, the recovery department issues notices to the defaulters. Even after that, if the dues are failed to be paid, then the cases are forwarded to the District Magistrate under the "Land Revenue Act". The District Magistrate in turn issues notices to the defaulters and collects the dues. The collector forwards the amount collected to the recovery department, which in turn submits the amount in bank and forwards the bank statement to the accounts department.

Another function of the recovery department is to issue export forms to exporters who want to export goods. If the commodities are only for export, then, they are exempted from the payment of market fees and supervision cost. If the commodities exported are under the regulation of MAPMC, then the exporter must necessarily be an authorized license holder of the MAPMC.

A blank export declaration form is issued by MAPMC to the exporter on his request. The details of the export form are as follows:

Name of items
Weight
Value
From where the goods are bought, etc.

Distribution of the form is in triplicate copies. Two copies are given to transporter, one is shown at the checknaka, the second is kept by the transporter himself and the third is kept with MAPMC for record. The copy of the export form from the checknakas comes to this department for cross verification. If, within ninety days from the date of entry of the agricultural produce in the market area, the exporter does not submit the proof of export, such agricultural produce is considered marketed in the market area and the exporter is liable for paying the market fee and supervision fee along with interest. In such cases, the market fee is calculated with respect to the order copy of the exporter. The party, which has sold goods to exporter, gives the order copy. A ledger for the amount collected from the exporters is maintained.

The recovery department also issues coconut passes for vehicles carrying coconuts. The vehicles need not come to MAPMC. This department collects market fees and issues the coupons in advance. License is not necessary for this. Triplicate copies of coupons is given, two for transporter and another one is for MAPMC records. At checknaka the transporter submits a copy of coupon. This coupon acts as Mumbai Entry Pass. Validity date is mentioned on the coupon. Cashier of the recovery department submits the coconut market fee in bank and sends the statement to the account dept for their reference.
