Introduction :

The MAPMC, built over an area of 67 hectares is growing rapidly. It was envisaged to constitute a separate department to manage the property related issues. The main function of the development department is allotment of new spaces, transfer of galas and issue of No Objection Certificates to the holders when required. At present, the total number of galas and offices in the market are 5014 and total number of stalls are about 250. One Deputy Secretary assisted by an Assistant Secretary heads this department.

Process :

One of the main processes in the development department is the allotment of new galas. This department accepts application from traders/commission agents for allotment of new galas. The development department maintains separate files for individual gala history and traders, from day one.

Another important function is the transfer of galas. There are two types of transfer of gala:

Regular transfer
Family transfer

The procedure for regular transfer of gala from one party to another is as follows: First, the respective gala owner who wants to transfer the gala to some other party fills a transfer form. MAPMC charges a transfer fee. This fee varies for different markets. The department then forwards the transfer details to CIDCO. After approval from CIDCO, the MAPMC has the authority to give permission for transfer of the gala.

In family transfer of the gala, the transfer takes place from one member of the family to another. In this procedure, some more documents are needed like "legal heir-ship certificate" in which details about the family are mentioned.

The next important function is the allotment of rental spaces. The development department also accepts application from agencies for allotment of rented spaces. The following are the spaces given by the development department on rental basis: e.g., new plot, banks, stalls, auction hall, warehouses, etc. (Warehouses are given to the Warehousing Corporation on agreement basis for five to ten years.)

The development department also issues No Objection Certificate for mortgage: if any gala owner has to take mortgage from any bank, a No Objection Certificate (NOC) of MAPMC is required. For this, MAPMC coordinates with the respective market offices for pending dues of traders. After clearance of all the dues, they issue NOC.

Next important process the development department does, is to issue notice to seize a gala from defaulters. If the dues of any gala owner are high then the development department issues notices to them. If after the issue of notice, the dues are not paid, then the MAPMC has the authority to take back the gala.

This department conducts weekly meeting. In this meeting, they discuss the task accomplished by an employee in that particular week, the pending work, any problems faced by employees etc.

For monthly general body meeting, the department prepares an agenda, and a brief note is prepared. The following documents may be required as per the agenda:
